Thailand Cannabis Law 2025

Many of you may have heard about the proposed shift in Thailand’s cannabis law 2025, initially announced by Prime Minister Srettha Thavisin. Under this proposal, cannabis would have been reclassified as a scheduled narcotic substance by the end of 2024, effectively reversing the 2022 statute that exempted certain marijuana-related activities from criminal proceedings.
However, it is important to note that this policy shift will not move forward. Thailand’s current Prime Minister, Paetongtarn Shinawatra, has reaffirmed the government’s commitment to supporting the legalization of marijuana and hemp for medicinal and business purposes. Most importantly, Paetongtarn has clarified that the Thai government will not abandon this policy, despite the previous administration’s plans.
On September 12, 2024, the Ministry of Public Health proposed the Hemp and Marijuana Control Bill—a new piece of legislation aimed at regulating the cannabis industry. This bill focuses on preventing abuse of marijuana and hemp by businesses and individuals while strengthening government oversight on production, sales, and exports.
What Does This Mean for Cannabis Users in Thailand?
Cannabis shops remain legal, and you can still purchase cannabis as long as you meet the legal age requirement.
Smoking cannabis in public is prohibited, so be mindful of where you consume it.
Vaping remains strictly illegal in Thailand, including the use of hemp oil in vape devices. Using hemp oil in a vape will put you at risk of committing an illegal act, so avoid it entirely to stay compliant with Thai law.
